Why do you state that Paxos "generally runs a small cash position"?

Let’s take the cash first. Paxos does an excellent job breaking down their exposures and generally runs a small cash position. Risks are tiny overall. They are clearly better than Circle here.

Why do you state that Paxos "generally runs a small cash position"? They have 34% in cash (334M of 973M) whereas Circle only has 24% in cash (10.6B of 44.7B).
